Timothy W. Cooke, PhD, has been recognized by Marquis Who’s Who for inclusion based on his achievements in consulting and influence.
Dr. Cooke serves as the chief executive officer and owner of ASI Government LLC. Leveraging over 35 years in similar roles, he strives to reinforce and sustain the company’s reputation for introducing and reinforcing acquisition innovation to improve the efficiency and effectiveness of the government’s deal makers.
Government AI Integration
“The complexity of bringing artificial intelligence into government operations presents unique challenges because the government doesn’t build AI,” says Dr. Cooke. “It must buy and deploy it. I’ve never seen anything like it in my lifetime — the rapid adoption and technical progress lead to the creation of new capabilities, techniques and methods every week.”
Dr. Cooke guides ASI Government in delivering specialized training to the Department of Defense (DOD) acquisition workforce on creating mutually beneficial deals. These programs help teams obtain artificial intelligence solutions that add value to military operations, back-office functions such as procurement, finance and other mission-critical areas.
Leadership Through Experience
Dr. Cooke started his professional career as an assistant professor of economics at Rice University in 1979. He then served as a senior economist at the Center for Naval Analyses. Dr. Cooke later joined SRA International as a principal in 1992 and advanced to vice president in 1998. His leadership at SRA International included managing commercial and government businesses, which deepened his knowledge of federal government contracting services.
Dr. Cooke moved to ASI Government LLC as the president of its consulting division in 2013. In 2017, he purchased a majority share of the company and became its CEO and president.
Philosophy in Action
“Character is the most important thing — that is something that no one can take from you,” reflects Dr. Cooke, who draws inspiration from Marcus Aurelius’ philosophy. “I build value through paying it forward. I practice this with people who have worked with me for the last eight or 10 years — paying it forward for my family and asking in return that they pay it forward to their families.”
Dr. Cooke earned a Bachelor of Science in economics from George Mason University in 1975. He went on to complete a Master of Arts and a PhD at Johns Hopkins University. Dr. Cooke credits his achievements to his valuable relationships with mentors.
Dr. Cooke actively takes part in several industry organizations. He has been the vice chair for finance for the executive committee for the American Council for Technology—Industry Advisory Council, board advisor for the National Contract Management Association and board director for the Professional Services Council. He also takes part in the acquisition management council at the Intelligence and National Security Alliance.
Dr. Cooke has earned recognition through multiple awards. The American Council for Technology – Industry Advisory Council presented him with the Collaboration Award in 2021, and Federal Computer Week selected him for their Fed 100 in 2020. Dr. Cooke steers ASI with classical, timeless values to protect and preserve the aspirations of the American experiment in self-governance. His wife Sherrie’s love and partnership during 50 years of marriage provided the strong family foundation. His parents imbued him with his powerful sense of values.
