In 2019, an amount of GEL 2,349 million is planned for implementation of capital projects in the state budget, which is 17.9% of the budget.
The largest amount is allocated to the Ministry of Regional Development and Infrastructure, which has to implement GEL1, 820 million worth of projects (77.5% of total projects value)
The main source of financing of capital projects is loans (51.6%) and budgetary funds (46.6%).
Although most of the capital projects are financed by credit, according to the data of the Budget Monitoring, in 2018, the funds for 14 projects have not been used. The timely and planned usage of these funds is especially important in the case of credits that take into account the commitment fee for unused portion of the loan.
According to the data for I quarter, 2019 – for more than 30 projects actual performance is 0% .
For example, the Annual Plan on Construction of Akhaltsikhe-Batumi high voltage double-circuit 220 kV transmission Line is GEL13 million, and for the first quarter of 2019 actual performance is 0%.
